ICC - What is it?

 

Until recently there has been very little legislation imposed upon powerboat owners and drivers. This is, however, a rapidly changing arena with the growth of European Union regulations and the creation of the ‘International Certificate Of Confidence’ (I.C.C.).

Not all countries require the I.C.C., however, it is generally accepted that if you intend driving a boat in European waters you will need an I.C.C. certificate. This has meant that many people who have been using powerboats for years now need an I.C.C. in order to hire or use their own boat abroad.

The I.C.C. is subdivided into a ‘Coastal’ and ‘Inland’ certificate (CEVNI Test) depending on where you intend to drive or hire your boat. It is therefore very important that you know the classification of the water you intend using when on the continent. I.C.C.’s can only be run by licensed RYA centres and can only be issued by the RYA in the UK. There is an admin charge of £34 made payable to RYA to issue both inland and coastal I.C.C.s.

   

What if I already have a RYA Powerboat certificate?

 

Powerboat drivers holding the RYA powerboat level II ‘coastal’ certificate can automatically convert that to a coastal I.C.C.

Powerboat drivers holding the RYA Powerboat Level II ‘inland’ certificate and wanting a coastal I.C.C. will need to do the theory half of our I.C.C. Coastal Assessment Day, or, convert their level II certificate to a coastal endorsement by doing a days conversion course at an RYA coastal centre.

All powerboat level II holders wanting an Inland I.C.C. will need to complete the CEVNI* test paper formulated by the RYA.

Holders of other RYA certificates such as yachting or cruising qualifications are recommended to contact the RYA for further information. The RYA can be contacted on 0845 345 0400

   

What if I am an experienced Powerboat driver but do not have a RYA certificate?

  You will be required to do a one day practical and theory assessment, or you may wish to have further training and do a complete RYA Powerboat Level II course with a bolt on I.C.C. endorsement.
   

What if I do not have any Powerboat experience but require an I.C.C.?

  You will need to do a RYA Powerboat Level II course with a bolt on I.C.C. endorsement.

The I.C.C. Assessment is a practical and theoretical assessment aimed at highly experienced powerboat drivers who do not have formal certification. Please be aware that there will not be enough time to provide in-depth coaching to get inexperienced or unprepared drivers to the required level, if you need further instruction on handling powerboats consider our I.C.C. Training and Assessment course.

The practical boat handling skills are the same for both inland and coastal assessments and it is recommended that you contact the Centre for more information regarding assessment criteria as you will be deferred if you do not reach the required standard.

Assessment is carried out over a ½ day on private tuition basis only.
It is highly recommended that you purchase the RYA ‘Practical Course Notes’ booklet as it covers all areas of powerboat driving in detail, this can be purchased at the Centre.
The course fee does not include the RYA £34 admin fee.
This is a practical and theoretical assessment.
Inland: For the inland I.C.C. prior knowledge of the CEVNI* regulations are required. The RYA ‘CEVNI Handbook’ covers all theoretical aspects of the inland syllabus and can be purchased from the Centre.
Coastal: For the coastal I.C.C. prior knowledge of tides, chart work, navigation, IRPCS* regulations and meteorology are required. The RYA ‘Practical Course Notes’ covers all theoretical aspects of the coastal syllabus and can be purchased from the Centre.

This is aimed at powerboat drivers with a ‘good’ level of experience and no formal certification.

 

The course is for one day on a private tuition basis only.
The first half of the day will be spent with an instructor bringing your boat handling skills up to the required standard and finishing with a practical assessment.
The second half of the day will be spent covering the theoretical side of either the inland or coastal certificate and will finish with a small question paper.
· It is highly recommended that you purchase the RYA ‘Practical Course Notes’ booklet prior to the day as it covers all areas of powerboat driving in detail which is available at the Centre.
For the Inland I.C.C. it is highly recommended that you purchase the RYA ‘CEVNI Handbook’ prior to the day as it covers all theoretical aspects of the inland syllabus which is available at the Centre.
The course fee does not include the RYA £34 admin fee.

This theory and assessment course is aimed at anyone already holding an RYA Powerboat Level II inland qualification who wants an I.C.C. coastal endorsement. Available only as private tuition.

This is a half day theory course followed by a small question paper.
It is highly recommended that you purchase the RYA ‘Practical Course Notes’ booklet as it covers all theoretical aspects of the coastal endorsement which is available from the Centre.
The course fee does not include the RYA £34 admin fee.

For those who already have the RYA Powerboat Level II certificate and require the I.C.C. Inland endorsement, we are able to provide the facilities for you to sit the multi-choice test paper set down by the RYA. You will be required to gain a good pass on the paper in order to obtain your I.C.C. Inland endorsement.

Please be aware that our instructor is only there to facilitate the test and is not there to provide coaching. It is therefore recommended that you purchase the RYA ‘CEVNI handbook’ to revise from prior to the doing the test.
