International Certificate Of Competence
(I.C.C.)
ICC - What is it? |

Until recently there has been
very little legislation imposed upon powerboat owners and
drivers. This is, however, a rapidly changing arena with the
growth of European Union regulations and the creation of the
‘International Certificate Of Confidence’ (I.C.C.).
Not all countries
require the I.C.C., however, it is generally accepted that
if you intend driving a boat in European waters you will need
an I.C.C. certificate. This has meant that many people who
have been using powerboats for years now need an I.C.C. in
order to hire or use their own boat abroad.
The I.C.C. is subdivided into a ‘Coastal’
and ‘Inland’ certificate (CEVNI
Test) depending on where you intend to drive or hire your
boat. It is therefore very important that you know the classification
of the water you intend using when on the continent.
I.C.C.’s can only be run by licensed RYA centres and
where a coastal endorsement is required you will need to find
a centre on the coast that runs the appropriate course.
Certificates are issued by the RYA in the UK. There is an
admin charge of £38 made payable to RYA to issue both
inland and coastal I.C.C.s. |

What if I already have a RYA Powerboat certificate? |

Powerboat drivers holding the
RYA powerboat level II ‘coastal’ certificate can
automatically convert that to a coastal I.C.C.
Powerboat drivers
holding the RYA Powerboat Level II ‘inland’ certificate
and wanting a coastal I.C.C. will need to do the theory half
at a coastal location. Details are available on the
RYA website or by contacting them on 0845 345 0400.
All powerboat level
II holders wanting an Inland I.C.C. will need to complete
the CEVNI* test paper formulated by the
RYA.
Holders of other RYA certificates such
as yachting or cruising qualifications are recommended to
